Öz

Kamu eğitim hizmetlerinin etkin bir şekilde sunulması tüm ülkeler için büyük önem arz etmektedir. Orta gelir tuzağına ile karşılaşma ihtimali bulunan Türkiye için bu durum özellikle önemlidir. Ülkemizde, kamu eğitimi hizmeti için büyük miktarda bütçe kaynağı harcamaktadır. Ancak, il düzeyinde kaynak kullanımının belirlenmesinde yerel sosyo-ekonomik ve demografik dinamikler dikkate alınmamaktadır. Bu çalışmada, 2008-2021 dönemi için il düzeyinde kamu eğitim harcamalarının belirleyicileri analiz edilmektedir. Bu analiz sonuçlarına göre, illerin ekonomik yapısının, öğrenci-öğretmen ve okullaşma oranının eğitim hizmetleri için kaynak ihtiyacını etkilediğini göstermektedir. Ancak, öğrenci-öğretmen ve okullaşma oranı açısından ilköğretim ve ortaöğretim arasında bir tutarsızlık söz konusudur.
